INZ have recently announced that they are prioritising student visa applications that are lodged from within New Zealand, and who are applying for a second or subsequent visa, for a new course or education provider.
For all other international student visas, they will be prioritised by the date of lodgment. They have also noted that students must submit all relevant documents at the time of admission, as during summer, which is the peak period for enrollments and applications, they may not have time to contact applicants to warn them of missing documents before their application is allocated.
Visa applications without all relevant documents will cause delays that can in some cases extend into months.
